Prof. Leslie Chew SC is th
e founding and current Dean of the School of Law at the Singapore Universit
y of Social Sciences. He has practiced law in one form or another for over
4 decades. He was appointed Senior Counsel in 2000. In 2007 he was appoi
nted a judge in the State Courts where he remained until his retirement in
2014. At the State Courts he was the Senior District Judge leading the Civ
il Justice Division. He retired from the judiciary in 2014. Upon his retir
ement from the Singapore Legal Service, he returned to law practice. Curren
tly, he is a Senior Consultant at RHT Law Asia LLP. He has an active pract
ice as an arbitrator in International Commercial Arbitrations.

Jonathan Ellis is a Managing Director with Secretariat and is ba
sed in Singapore. He has had broad forensics, litigation and arbitration ex

mages and valuations, in particular in dispute contexts. He has testified o
n many occasions, in both court and arbitration, undertaken expert determin

Catherine Loke obtained her B.Arch (H
ons) from the University of Melbourne in 1992. She has been a Registered Ar
chitect since 1998 and partner in Lander Lo
ke Architects since 1999. Being a hands-on practitioner, Catherine h
as over the years acquired in-depth skills from design and documentation to
contract administration and code compliance, and the use of technology to
enable better delivery. Catherine has served on the Council of the Singapor
e Institute of Architects (SIA) since 2012 and as First Vice-President for
Council Years 2018/2019 and 2019/2020. She has served as Chief Examiner for
the Board of Architects from 2014 to 2017. She regularly speaks on practic
e and building contract matters at SIA and other professional associations,
and is currently Adjunct Associate Professor at NUS, teaching architectura
l practice. Her firsthand experience in practice, education, professional d
evelopment and regulation has enabled her to serve as expert witness in adj
udication, arbitration and litigation, on a wide range of disputes over pay
ment, defects, delays, boundary encroachment and compliance with regulatory
requirements. In recognition of her contribu
tion to the industry, she was awarded the Women of the Built Environment Aw
ard at the RICS Awards 2020 Southeast Asia.

Teng Hooi - Associate Professor and the Head of the Building and Project Ma

Dr. Tan Teng Hooi is presently an Associate Professor and the Hea
d of the Building and Project Management Programme, School of Science and T
echnology, Singapore University of Social Sciences (SUSS). He is a Chartere
d Engineer and Professional Engineer, a Fellow of the Institution of Civil
Engineers (UK) and the Institution of Engineers Singapore (IES). In his thi
rty-nine years of engineering career, he has worked in the academia where h
e lectures, conducts research, provides consultancy in civil and structural
engineering and in the industry as a practitioner. He has also served in m
any technical committees on standards in SPRING Singapore relating to the c
onstruction industry and has served as an Expert Witness in several cases i
n Singapore.

Gregory’s
present practice encompasses a specialization in banking and corporate inso
lvency as well as litigation, arbitration and mediation of commercial dispu
tes and chancery matters. He is also a recognized expert in charities gover
nance and has given expert witness testimony for overseas court proceedings
. Gregory graduated from the National University of Singapore in 1992, was
admitted to the Singapore Bar in 1993 and joined Rajah & Tann LLP after
being in practice in two other leading law firms for 15 years (jointly hea
ding the Banking and Insolvency Litigation Practice group of another leadin
g law firm). Gregory was appointed Senior Counsel in 2019. Gregory presentl
y serves as President of the Law Society and Vice President of the Singapor
e Academy of Law. He has also been appointed as a Fellow of the Insolvency
Practitioners Association of Singapore and the Singapore Institute of Arbit
rators.
