Membership Accreditation Course Synopsi s

This Course seeks to provide an introduction to the world of experts and expert evidence and wi ll examine the role of evidence in disputes resolution, both in the courts and before other tribunals such as arbitral tribunals.  Participants will b e acquainted with the law relating to opinion evidence (expert testimony), the role of experts in dispute resolution and the relevant Singapore law ap plicable to expert evidence.

The Cours e will be useful for those who come from a technical background with aspira tions of acting as an expert witness.  It would also provide a ‘basic refre sher’ for those who are already practising as expert witnesses.

< p style="text-align: justify;">The Course will require candidates to take a 90-m inute examination in class, with a passing mark of 85%.  

APIEx is proud to launch its “Code of Conduct f or APIEx Members” at the conclusion of the Course. The Code of Con duct is a concise statement of ethical standards that APIEx members are exp ected to observe at all times in order to safeguard the reliability and int egrity of the expert evidence process. We invite all course participants to stay on and members to join us at the launch and ensuing networking sessio n.

To complete the Course successfully, a candidate must:

(a)  Achieve 100% attendance at all the Course; and

(b)  Pass the written assessment (passing mark 85%).

A Certificate of Completion will be issued to all candidates w ho successfully complete the Course.

Prof. Leslie Chew SC - President, Asia Pacific Institute of Experts; Dean, School of Law at t he Singapore University of Social Sciences; Senior Consultant, RHT Law Asia LLP, Singapore
Prof. Leslie Chew SC is the founding and current Dean of the School of Law at the Singapore Un iversity of Social Sciences.  He has practiced law in one form or another f or over 4 decades.  He was appointed Senior Counsel in 2000.  In 2007 he wa s appointed a judge in the State Courts where he remained until his retirem ent in 2014.  At the State Courts he was the Senior District Judge leading the Civil Justice Division.  He retired from the judiciary in 2014. Upon hi s retirement from the Singapore Legal Service, he returned to law practice. Currently, he is a Senior Consultant at RHT Law Asia LLP.  He has an activ e practice as an arbitrator in International Commercial Arbitrations.  

 

Mr. John Gibs on – Director of Asia, Marine Engineer, Brookes Bell Singapore
Mr. John Gibson was at sea for twenty years before joi ning the Brookes Bell in 1996. He is a Chartered Engineer, with a Master’s degree, and since 2001 John has been a partner at Brookes Bell. An expert i n his field, John uses his extensive consultancy and investigative experien ce to provide comprehensive assessments of marine and offshore casualties a nd disputes. The type of investigations John conducts are as diverse as the y are thorough. As a member of the Institution of Fire Engineers John also reports on fatal and non-fatal fires. John has provided technical evidence for court proceedings and arbitration around the world and for the last 6 y ears he has been based in Singapore having set up the Brookes Bell office t here. John is also a supporting member of the LMAA and a member of SCMA.

Mr. Jonathan Ellis - Managing Director, Secretariat, Singapore
Mr. Jonathan Ellis is a managing director wit h Secretariat and is based in Singapore. He specialises in the quantificati on of damages and valuations, in particular in dispute contexts. He has wor ked on matters before the UK and Singapore High Courts as well as in ad hoc , SIAC, LCIA, ICC, HKIAC, UNCITRAL and ICSID arbitration forums. He has pro vided oral testimony on a number of occasions, in both court and arbitratio n, and has been engaged as a tribunal appointed expert. Since 2017, Jonatha n has been recognised among the leading arbitration expert witnesses worldw ide by Who's Who Legal, where he has been classified as a “Global Elite Tho ught Leader” every year since 2020 and a “National Leader” in the inaugural Southeast Asia Arbitration list.

 
 
Dr. Tan Teng Hooi – Associ ate Professor and the Dean of the School of Science and Technology, Singapo re University of Social Sciences
Dr. Tan Teng Hooi< /strong> is presently an Associate Professor and the Dean of the School of Science and Technology, Singapore University of Social Sciences (SUSS). He is a Chartered Engineer and Professional Engineer, a Fellow of the Institut ion of Civil Engineers (UK) and the Institution of Engineers Singapore (IES ). In his 40+ years of engineering career, he has worked in the academia wh ere he lectures, conducts research, provides consultancy in civil and struc tural engineering and in the industry as a practitioner. He has also served in many technical committees on standards in SPRING Singapore relating to the construction industry and has served as an Expert Witness in several ca ses in Singapore
